Lünen City Budget 2025 Approved: Key Investments and Tax Adjustments

The City Council of Lünen has approved the budget for the year 2025 and the Financial Recovery Plan (FRP) at an extraordinary meeting on September 10, 2025. The decision sets the financial framework for Lünen in the coming years, addressing key themes such as climate protection, sustainability, education, and security.

The proposal for the tax adjustment in the Lünen city budget 2025 was made by the city's finance department. These tax adjustments, as explained by Treasurer Dr. André Jethon, are unavoidable but aim to mitigate the burden on citizens compared to the draft budget.

The approved budget allows for the disbursement of subsidies for sports clubs, kindergartens, and after-school care. Additional positions are allocated in kindergartens, the music school, and public order partnerships. This move is expected to strengthen the city's educational and social services.

Mayor Jürgen Kleine-Frauns expressed his gratitude to all those involved, particularly Treasurer Dr. André Jethon and the Finance Commission, for finding a solution. He emphasised that the approval restores the city's ability to act and enables crucial investments.

The budget highlights Lünen's ongoing financial constraints due to rising, uncontrollable expenses, insufficient funding from the federal and state governments, and the aftermath of global crises. However, it also includes funding for studies to improve cycling infrastructure, introduce digital parking management, and strengthen the city's tree population.

The Financial Recovery Plan (FRP) includes necessary tax adjustments that will be implemented gradually. The contractual guarantees provide a reliable perspective for all parties involved from 2026 onwards. Mayor Kleine-Frauns instructed the administration to prepare contractual guarantees for subsidies from 2026 onwards.

Mayor Kleine-Frauns concluded by thanking everyone for their hard work and dedication. He expressed his confidence that these investments will contribute to the continued development and growth of Lünen. The budget decision is a significant step towards securing the city's financial future and ensuring its ability to meet the challenges of the coming years.
