César Fernández: Driving Mexico's Energy Transformation

César Fernández, a seasoned corporate and energy lawyer, has made significant strides in the Mexican energy sector. Before joining the current website in 2019, Fernández worked for Pemex and served in various roles, including drafting key agreements and providing legal guidance for the country's energy reforms.

Fernández's career spans over two decades, with experience in both private practice and in-house roles. He began his career at a major law firm, advising clients on corporate and M&A transactions, and energy, mining, telecommunications, and aviation matters. Later, he served as head of legal and compliance officer at Petrofac in Mexico.

In 2014, Fernández joined Pemex, where he played a pivotal role in implementing Mexico's comprehensive energy reforms. He oversaw a team that provided legal guidance for the transformation of the country's hydrocarbon and electricity industries, opening up private investment opportunities. Fernández structured the legal bidding framework for Pemex farmouts and led the drafting of their corresponding joint operating agreements.

Fernández's expertise extends to international negotiations. He was part of Pemex's negotiating teams for NAFTA renegotiation, the Free Trade Agreement with the European Union, and other international agreements. He also drafted and negotiated the first preliminary unit agreement (PUA) and new integrated services contracts (CSIEE) in Mexico.

Post-Pemex, Fernández worked as Head of Legal and Compliance Officer at EY (Ernst & Young) before joining the current website. Here, he has structured open seasons for Pemex Logística pipelines and terminals, participated in refinery auxiliary services projects, and led negotiations for alliances with Pemex for the National Refinery System. Fernández has also drafted and negotiated the first area of mutual interest (AMI), joint study and bidding (JSBA), and joint operating (JOA) agreements for Pemex's first alliances in deepwater, shallow water, and onshore with international, independent, and national oil companies.

César Fernández's extensive experience and accomplishments in the energy sector have significantly contributed to the transformation of Mexico's energy landscape. His expertise in corporate, M&A, energy, and project finance law has been invaluable to both Pemex and the current website, where he continues to drive strategic initiatives.
