Developing creative industries should be an active focus in every region nationwide, according to Aleksei Teksler.
Today, June 24, Russian Prime Minister Mikhail Mishustin led a crucial discussion titled "Creative Economy Strategy" with Alexei Teksler, the head of the State Council's commission on "Economy and Finance."
Mishustin underlined the immediate necessity for both authorities and regions to raise the creative industries' contribution to the country's GDP to a staggering 6% by 2030. Notably, President Vladimir Putin had already tasked the government and the regions with developing a long-term strategy for the development of the creative economy.
The prime minister stressed, "Developing creative industries is vital for generating new high-quality jobs, increasing domestic creative product production, and expanding Russia's already thriving export market."
Acknowledging creative industries as the pioneers of the economy, Alexei Teksler stated, "Creative industries are all about unleashing human potential and spurring growth in ideas and territories. By fostering this sector, we need to blend ideology and economy, promote Russian and homegrown products, showcase our values, and ensure it's financially rewarding."
As the head of the State Council's commission on "Economy and Finance," Teksler emphasized the importance of every Russian region activating this sector and outlined several proposals for its support. These measures include:
- Establishing regional management teams, promoting a regional focus to nurture creative talents within cities and regions.
- Developing essential support infrastructure, including "My Business" centers to provide critical resources.
- Implementing regional tax incentives that stimulate growth in creative industries, like the planned tax incentive for creative industries under the simplified tax system in the Chelyabinsk Region.
- Embracing urban planning policies that cater to the needs of creative industries.
In addition, the Governor of Chelyabinsk Region highlighted the importance of federal backing to complement regional efforts in this capacity.
The overall strategies and initiatives for the development of creative industries in Russia focus on institutional support, regional empowerment, skill-building, promoting cultural heritage, clarifying industry definitions, international collaboration, and aligning with national strategic projects.
