Warm Home Discount Scheme Eligibility Criteria for 2024-2025 in England and Wales

Income Thresholds for Tax Credits
Households in receipt of Child Tax Credit or Working Tax Credit can also qualify, provided that their household income falls below a certain threshold, as defined by the regulations and typically aligns with the Warm Home Discount income thresholds.
High-Energy-Cost Criteria
Your home must meet a “high energy cost” score as defined by the scheme. This score typically measures homes with higher typical electricity consumption or those using electric heating due to limited alternative fuels.
Eligible Property Types
The discount applies if you or your partner are named on the electricity bill for your home. This includes homes with standard electricity meters, prepayment or pay-as-you-go meters (as long as you are named on the bill).
Qualifying Date and Energy Supplier
The qualifying date for meeting the Core Group 2 criteria is 24 August 2025. Benefits or tax credits must be received or applicable by that date to qualify. The energy supplier that provided electricity on the qualifying date is responsible for giving the discount.
Claiming the Rebate
If eligible, you will receive an automatic rebate of £150 off your electricity bill, generally applied in winter 2025/26. If you do not receive an automatic discount, you may need to call the WHD helpline or respond to a letter sent by your supplier between October 2025 and January 2026 to claim the rebate.
These eligibility rules are mandated under Regulation 9 of The Warm Home Discount (England and Wales) Regulations 2022. It is important to note that the eligibility criteria for Core Group 2 in future years may be established by a statement that replaces the current one.
