German Government Faces Call for Transparency over Insolvent Battery Producer Northvolt

Parliamentary leader of the Free Democratic Party (FDP) in Schleswig-Holstein, Christopher Vogt, has urged the federal government to disclose information regarding the insolvent Swedish battery manufacturer Northvolt's planned settlement in Heide. Vogt highlighted the public's interest in understanding the circumstances leading to the insolvency and identifying those responsible.

To provide transparency, Vogt requested that Federal Minister of Economics Katherina Reiche (CDU) make public the audit report by the consulting firm PwC, which was classified as confidential in 2024 at the inquiry of the relevant Bundestag and state parliament committees by former Economics Minister Robert Habeck (Greens).

Vogt claims that the then Federal Minister of Economics put pressure on the Schleswig-Holstein state government to endorse the decision concerning the settlement of Northvolt with a convertible bond of 600 million euros, with the cost shared equally by the federal government and the state.

Northvolt filed for insolvency in Sweden on March 12, casting doubt on the future of the Northvolt factory under construction in Schleswig-Holstein. The German project company appears to be unaffected as a result of the insolvency.

The exact cost to Germany, specifically Schleswig-Holstein, due to Northvolt's insolvency remains unclear. In 2020, the federal government guaranteed a financing tranche of commercial banks for the Swedish company worth approximately 525 million US dollars at 80 percent, ensuring supply for German automotive batteries. Additionally, Northvolt received around 600 million euros from the German development bank KfW towards factory construction in Heide, plus an additional 20 million euros for interest and administrative costs. Nearly two-thirds of the convertible bond has already been used, according to information from the German Press Agency.

Furthermore, the European Commission approved direct funding from the federal government and the state amounting to approximately 700 million euros in 2024, but this funds have not yet been disbursed. With the production at the central site being halted, the future of Northvolt's Heide plant remains uncertain despite Northvolt's assurance that work continues on the plant.
