More often than not, the remaining companies would lay low with what they called "cover bids" and stick to prearranged minimum amounts.
Andreas Mundt's not one to mince words - he shared his concern: 'Without fair competition, the public sector can't grab a deal on supplies efficiently. Cheap and cheerful is a no-go when it comes to cartel assholes messing with the system!'
These shady shenanigans left us footing the bill for some hefty damages - 'Don't you worry, it's gonna burn a hole right through your wallet and straight into your pocket!' as Andreas put it.
During the years of 2018 and 2019, not one but four of the offending companies were found to be battening down the hatches in Saxony, Thuringia, and Saxony-Anhalt. The Federal Cartel Office even found a secret language they used - a native tongue of collusion and dishonest dealings.
Lastly, four companies were snared in another cluster of wrongdoing across Brandenburg and Saxony-Anhalt, sometimes seeping into Mecklenburg-Vorpommern. One mischievous member was present in both instances.
The contracts these bad apples tried to pull off weren't anything too rollercoaster-style - just simple road repairs, the supply of bitumen emulsion, or gravel. But prices often skyrocketed to hefty sums between 40,000 and 200,000 euros.
In 2019, the Federal Cartel Office teamed up with the Public Prosecutor's Office in Düsseldorf and pulled off a series of takedowns. One company chose to own up to their unlawful actions and make nice with the leniency program.
