Dispute Over Census Data and Funding for Municipalities
The Ministry of Finance in Magdeburg has dismissed proposals to alter the funding mechanism for municipalities following a population census. The Ministry maintains that the most recent population statistics from the State Statistical Office should remain the basis for calculating municipal allocations.
Last week, officials from numerous municipalities gathered in Halberstadt, district of Harz, to deliberate on the financial implications of the census for their localities. They recommended changing the calculation method for municipal allocations and utilizing data from local registration offices instead. These allocations, derived from federal and state governments, significantly contribute to the income of many municipalities and are based on the population figures determined by the census. A decrease in residents equates to less funding.
The participating municipalities predicted that over two-thirds of the municipalities in the state will experience substantial population declines due to the census. This could result in financial losses surpassing two million euros for towns like Halberstadt, according to the statement. "The projected losses are too severe to disregard," remarked Mayor Daniel Szarata of Halberstadt. "Especially when our registration data appear far more accurate than the census estimates and portray a starkly different scenario."
However, the Ministry of Finance defends the existing distribution mechanism, stating that no other data source has been requested by the municipal associations. Although the state of Rhineland-Palatinate uses the respective municipal registration registers for allocation distribution, this is an exception.
