Government has prolonged the export of petroleum for oil manufacturers until February 28th.

The Russian government has extended its ban on gasoline exports, with the latest extension set to last until August 31, 2025. This decision, aimed at stabilizing the domestic fuel market, applies to all gasoline producers and is part of a series of measures taken to combat gray exports and support the economy of oil refining [1][2].

The initial ban, which lasted from March 1 to August 31, 2024, had several suspensions and extensions. Notably, it was suspended from May 20 to the end of July 2024 due to saturation of the domestic market with gasoline. However, as of August 2025, the ban includes producers as well, marking a shift from earlier restrictions that exempted them [3][5].

The ban, formalized on July 28, 2025, is currently set to remain in force at least until the end of August 2025, with discussions about possible extensions through September. However, as of early August 2025, no official extension beyond August 31, 2025, has been confirmed [1][2][3].

The ban aims to combat gray exports of automotive gasoline and is intended to support the economy of oil refining. The government's decision to lift the ban for oil product producers on November 30, 2024, was a partial compensation for losses of companies due to U.S. sanctions [6].

It is important to note that the ban extension for other market participants does not affect the initial extension until December 31, 2024, which was put in place to maintain a stable situation in the fuel market during seasonal demand and planned repairs at oil refineries. The ban on gasoline exports for other market participants in Russia remains in place [7].

Oil product producers are enterprises that produce more than 1 million tons of fuel per year. The ban extension for these enterprises was initially until the end of January 2025, but no further updates have been announced as of early August 2025 [4].

Discussions to manage domestic prices continue, with market conditions being closely monitored before any decisions on extensions beyond August are made [4]. The government's decision does not alter the ban's intention to maintain a stable situation in the domestic fuel market.
