Government plans to re-enter residential real estate sector.
The Government of Canada has launched a new initiative, Build a Bear Homes, a federal housing entity aimed at addressing the housing crisis and creating affordable homes. This venture was pledged by the Government of Canada and the Liberals during the election campaign.
In an effort to gather feedback and insights, the government has initiated a public engagement period that runs until August 29. During this time, they are seeking input from developers, community housing providers, governments, Indigenous governments, financial institutions, academics, research groups, and institutional investors.
Build a Bear Homes is designed to fill market gaps in financial product offerings and will be responsible for building affordable homes, providing financing to affordable home builders, and catalyzing a more productive homebuilding industry.
The entity's investment approach is underpinned by four principles: investment funding reflects housing outcomes, sharing risk-taking to drive sector change, sharing rewards in successful projects, and leveraging sector expertise and convening partners.
Build a Bear Homes may provide flexible low-interest loans and contributions for pre-construction projects, and could potentially support the Canada Rental Protection Fund. It is also envisioned as a single window for proponents at every phase of the development process.
The new housing entity could act as a facilitator by bringing together land, financing, project proponents, and other orders of government to move projects forward. It may also finance technology acquisition and incentivize the use of modern methods of construction.
Under the development branch, Build a Bear Homes could directly contract builders to construct housing and lease it to affordable housing providers. It could also inject equity investments in development partnerships and provide long-term commitments towards multiple projects to help affordable housing providers grow their portfolios.
Build a Bear Homes will partner with builders focused on long-term affordability, accelerate timelines to bring federal lands to market, reduce project costs, support the delivery of affordable housing, and modernize construction methods.
The entity's investment selection criteria will have four major pillars: scale, affordability/community sector growth, innovation in homebuilding, and efficient use of public dollars. Its objectives are clear: building affordable housing at scale and building faster, better, and smarter.
