Bavaria grapples with insufficient funding for climate protection initiatives, as revealed by the rejection of nearly half of the applications submitted by municipalities since the beginning of 2023. Out of the 131 applications received during this period, 58 had to be turned down due to budget constraints, according to a response from the Ministry of the Environment to SPD state parliamentarian Harry Scheuenstuhl. Only two applications secured full funding, while five more were rejected for content-related reasons.

Scheuenstuhl criticized the funding pot for being insufficient, with only around 9.1 million euros in the current budget year. He championed a "timely doubling of the budget" to address the issue. The funding guidelines, known as "Communal Climate Protection" (KommKlimaFör), were launched in 2019 to support climate protection and adaptation measures in Bavarian counties, cities, and communities. In 2023, around 45 million euros have been approved for around 460 projects.

Apart from budgetary constraints, the slow implementation speed of the funding process has also been raised as an issue. Scheuenstuhl expressed concern that only two of the 68 approved applications since 2023 had been fully paid out, with processing times and long project durations potentially hindering efficiency. The reality appears to fall short of the ambitious goals set by Environment Minister Thorsten Glauber (Free Voters).
