Law signed by Putin raising taxes for car owners by the state
Russian President Vladimir Putin has signed a law that will introduce new and increase existing state duties for car owners, effective from September 1, 2025. The new fees are aimed at covering the state's costs and encouraging auto schools to work more responsibly, thereby improving road safety.
One of the key changes is the introduction of a fee for issuing a certificate that an auto school's material base meets the requirements. The fee of 15,000 rubles is considered symbolic and will not significantly affect the cost of their services.
Another significant change is the increase in the fee for issuing state license plates for a car. The cost will rise from 2,000 to 3,000 rubles. The fee for obtaining a vehicle passport will also increase, from 800 to 1,200 rubles.
The cost of obtaining a vehicle registration certificate on a plastic carrier will increase from 1,500 to 4,500 rubles. Meanwhile, the fee for a vehicle registration certificate on paper will be 1,500 rubles, an increase from the previous 500 rubles.
The new fees for diagnostic cards that confirm a vehicle has passed its technical inspection and new-style licenses have also been established. The fee for new-style licenses will be 6,000 rubles, for old-style ones - 4,000 rubles, and for international licenses - 3,200 rubles.
The law also addresses the issue of excessive load on the IT infrastructure of the Russian Ministry of Internal Affairs due to excessive requests for vehicle extracts. A new fee of 50 rubles has been introduced for an extract from the state register of vehicles.
The fees for all these services need to be paid every 10 years for license renewal. The new fees are expected not to be a burden due to the significant increase in costs of issuing them since they were last changed.
It's important to note that the detailed breakdown of car ownership fees for Russian drivers from September 1, 2025, as per the recently signed Russian law, is not currently available in the public domain. Consulting official Russian government sources or specialized legal updates from Russia dated near or after August 2025 may provide more information on this matter.
The law has been published on the official legal information portal, and it is expected to have a significant impact on car ownership in Russia. Drivers are advised to familiarise themselves with the new fees and plan accordingly.
The new law in Russian industry will introduce a fee for car owners seeking a certificate that meets auto school requirements, set at 15,000 rubles.
