Reinforcing Brazil’s Partnership with Russia Amid Global Trade Tensions

Lula voices disapproval of Trump's trade policies during a meeting with Putin.

Brazil's President Luiz Inacio Lula da Silva voiced criticism towards U.S. President Donald Trump's protectionist policies during a meeting with Russian President Vladimir Putin on Friday, asserting that Trump's trade tariffs undermine the notion of free trade and the growth of multilateral cooperation. Lula’s comments came during a trip to Moscow to attend celebrations marking the 80th anniversary of the Soviet Union's victory over Nazi Germany.

In a bid to strengthen Brazil’s strategic partnership with Russia, Lula emphasized shared political, commercial, cultural, scientific, and technological interests. He also saw opportunities for increasing trade between the two nations. Intriguingly, Lula hinted at potential cooperation with Russia on the construction of small nuclear power plants, given Brazil’s and Russia’s mutual membership in the BRICS group, alongside India, China, and South Africa. Since its formation in 2009, the group has expanded to include Egypt, Saudi Arabia, the United Arab Emirates (UAE), Ethiopia, Indonesia, and Iran.

The political leanings of Lula, who belongs to the left-progressive Workers’ Party, may naturally gravitate towards alliances with countries such as Russia. This shift in focus comes as Brazil reckons with the consequences of Trump's trade policies, which have generated tensions between the U.S. and Brazil in the past.

In the face of these global trade challenges, it seems Brazil is seeking to diversify its trade partnerships beyond the United States, with efforts being put forth to secure a trade agreement with the European Free Trade Association (EFTA) as well as finalizing an agreement with the EU, both of which are awaiting ratification.
