Metro of Los Angeles publishes the conclusive environmental impact analysis for the upcoming C Line Extension project
The Los Angeles Metro (L.A. Metro) is set to expand its rail service with the C Line Extension project, which aims to connect the L.A. Metro K Line's Redondo Beach (Marine) Station to the planned Torrance Transit Center station. This extension, according to L.A. Metro CEO Stephanie Wiggins, is about connecting people and places.
If approved, the C Line Extension to Torrance will allow riders to travel to various entertainment venues in Inglewood, including SoFi Stadium, the YouTube Theater, the Kia Forum, Intuit Dome, and LAX, as well as downtown Los Angeles. The extension is expected to support more than 11,500 daily trips and reduce vehicle miles traveled on local roads by nearly 19.5 million miles each year.
The project, which will extend approximately 4.5 miles from Marine Station to the Torrance Transit Center, will include two new stations serving Redondo Beach and Torrance. The proposed route follows L.A. Metro's existing Harbor Subdivision right-of-way.
At key crossings, such as 170th Street and 182nd Street, the tracks will be placed below roadways in trenches to improve safety, reduce noise, and avoid traffic delays for pedestrians and motorists. The extension will include a combination of elevated, at-grade (street level), and trench (below street level) sections.
L.A. Metro has released updated cost estimates and a report about the real estate acquisitions needed for the project. The project is partially funded by the voter-approved Measures R and M. If approved, L.A. Metro will move forward with design and engineering, first/last Mile planning with cities, and preparations for construction.
The final environmental impact report (FEIR) for the C Line Extension has been released by L.A. Metro. The FEIR includes design refinements, clarifications, and corrections based on more than 2,000 public comments. The Los Angeles Metro Board of Directors is scheduled to consider certification of the final environmental impact report (FEIR) and project approval for the C Line Extension to Torrance in autumn 2025. Construction of the project could start as early as 2027.
The C Line Extension is expected to attract up to 1.49 million new riders annually, offering faster and more reliable connections, and providing a 19-minute trip from Torrance to Los Angeles International Airport (LAX). The extension is designed to create a safer, quieter rail corridor, minimizing the impact to local property while balancing cost efficiency and community concerns.
