Modifications in Daily Lives of Russian Citizens Beginning July 1st
Russia is set to implement a series of significant legislative changes from July 1, 2025, affecting various sectors such as social assistance, administrative justice, motorists, investments, digital documents, hate speech, and poultry farming regulations.
The most notable change is the introduction of the new social accounts and deposits system, designed to streamline and improve social assistance delivery digitally and financially to low-income citizens. This system will allow eligible citizens to open special accounts or deposits, with the aim of enhancing the targeting and transparency of state support.
The new social accounts and deposits will be accessible through a unified digital platform, integrated with the interdepartmental interaction system for sending documents. Initially, the function of opening these accounts and deposits will be available only in 13 major banks with systemic importance. Other changes include the introduction of criminal liability for illegal registration as an individual entrepreneur, starting from July 5. The penalties for repeated public incitement of hatred or enmity based on racial or national grounds will also be increased.
In the area of digital documents, electronic document management will be introduced in administrative offense cases starting July 1st. This will allow citizens to submit documents electronically via "Gosuslugi" and other systems designated by the Supreme Court of Russia or the judicial department. Modern communication methods such as SMS and email will be used to summon case participants to court sessions and inform them about the progress of the case.
Starting July 1, 2025, new banking services, including social accounts and deposits, will be available for certain groups of people receiving social assistance. Motorists will also see an increase in compensation for European accident reports, rising from 100,000 to 200,000 rubles.
The government, regional executive authorities, the Bank of Russia, the Supreme Court of the Russian Federation, and the judicial department at the Supreme Court of the Russian Federation will determine the order of receiving and sending documents electronically. Other credit institutions will be able to use this function starting January 1, 20227.
President Vladimir Putin has signed laws for the implementation of electronic document management. Some provisions of the federal law regulate issues related to the operation of the digital ruble platform operator.
