Hey there! Time to dive into the latest on gambling advertising in Ukraine.

  • This also applies to all forms of print media (except specialized ones dedicated to gambling), outdoor advertisements, goods (like clothing) primarily intended for people under 21, and events attended by individuals under 21.
  • In addition, the stripped-down outer and inner surfaces of transport vehicles and metro stations will be off-limits for gambling advertising.
  • It's important to note that these restrictions come from recent changes in the law, with the KRAIL being granted increased control over gambling organization and conduct. The commission can impose penalties of up to $50,000 on violators.
  • However, these powers may be short-lived. A bill has already been submitted to parliament that proposes the dissolution of KRAIL.
  • But let's take a quick look at why these changes are happening. Gambling was actually legalized in Ukraine in August 2020, after being banned since 2009. However, the sector has faced increasing scrutiny due to low reported revenues and concerns like tax evasion and social harm.
  • In response, the government liquidated the existing regulatory body, the Commission for Regulation of Gambling and Lotteries (CRGL), in December 2024, and introduced several gambling advertising restrictions.
  • A new regulatory agency, called PlayCity, was established and is set to begin operations by April 2025 to better regulate the sector. PlayCity is tasked with protecting consumers and licensees from corruption, ensuring responsible gaming practices, and implementing mandatory time limits and personal spending limits.
  • This new agency will likely focus on protecting minors from gambling advertising as well, though specific, detailed provisions on this matter are yet to be made public. Historically, such restrictions often entail bans or severe limitations on gambling advertising in media accessible to minors, as well as bans on sponsorship or promotion at events attended by under-21s.
  • So, the gambling landscape in Ukraine is experiencing some major shifts to maintain safety and regulatory control. Stay tuned for updates on these developments!

Starting in certain linear and audio media, as well as a variety of publications catering to children and young adults, gambling advertising will be completely banned.
