In the Krasnodar Territory, families have been utilizing the Maternity Capital program, a government initiative that offers financial support to families upon the birth of the second or subsequent child, for specific purposes such as housing improvements.

Recent reports by Anna Minkova, Deputy Governor of the Krasnodar Territory, indicate a significant change in the usage of Maternity Capital for housing improvements. Families can now use these funds to enhance their living conditions without taking out a loan, a development not previously mentioned.

This new option has seen nearly 2,000 families in Krasnodar Territory's Kuban region improve their housing since the beginning of 2025. This number adds to the 589,000 families that have received Maternity Capital in the region since its inception.

The mechanism for this change is facilitated by banks, following an informational interaction between the Social Fund of Russia's branch in the Krasnodar Territory and 19 banking institutions. To avail of this opportunity, families can approach their bank and apply for the housing improvement loan using their Maternity Capital funds.

It is essential to note that this option is only applicable after the child's third birthday. The age of the child for whom the certificate was issued does not affect the use of Maternity Capital for housing improvements.

Before this change, Maternity Capital could only be used by submitting an application directly to the Social Fund office or through a Multi-Service Center. However, with the new banking mechanism, the process has become more streamlined and accessible.
