New tax legislation enacted in the State Duma by the government

The Russian Government has put forward a bill to increase fees for various services, including migration registration, vehicle registration, driver licensing, and gun turnover. The proposed changes aim to strengthen control over migrants and foreign nationals amid rising migration inflows and generate significant additional revenue for the federal budget.

Key among the proposed changes are increases in fees for migration-related services. Registration of a place of stay will cost 500 rubles instead of being free, while work permit issuance will cost 4,200 rubles. These changes are expected to bring in up to 17 billion rubles annually for the federal budget.

Officials have emphasised that these reforms are intended to improve migration control, especially amid significant migration flows and concerns about illegal stays of foreigners. The increased fees also help the government recover administrative costs linked to registration and issuing of documents, including patents that legally allow migrants to work.

Related proposals have been made to further tax migrant money transfers abroad, highlighting the government's focus on tightening financial controls on the migrant population.

In addition to migration-related services, fees for vehicle services are also set to increase. The cost of registration plates will rise, with the fee for issuing transit state number plates for vehicles and trailers on a metal base increasing to 2,400 rubles. The cost of a vehicle registration certificate will significantly increase, with a paper-based document costing 1,500 rubles and a plastic-based document of the new generation costing 4,500 rubles.

The fee for driver's licenses is also set to rise, with the fee for a plastic-based driver's license increasing from two to four thousand rubles, and for a document of the new generation, from three to six thousand rubles. The fee for obtaining a vehicle passport (PTS) may rise from 800 to 1,200 rubles.

The revised fees are intended to provide more accurate reimbursement of expenses incurred by state bodies and contribute to the improvement of administrative procedures, including the development of digital services and reduction of time taken to provide state services.

If approved, the new fees will come into effect on September 1, but no earlier than one month after its official publication. The proposed changes affect the Tax Code of the Russian Federation.
