Over a million workers on various platforms are forecast to be covered by the IMSS insurance.
Mexico Launches Six-Month Pilot Program for Social Security and Fair Labor Conditions for App-Based Workers
On July 1, 2025, Mexico launched a six-month pilot program for social security and fair labor conditions for app-based workers, such as Uber, DiDi, and Rappi drivers. This initiative marks a significant step towards integrating gig workers into the formal labor sector, as part of a broader strategy to ensure their rights under Mexican law[1].
The program, made possible by labor law reforms, allows these workers to register with the Mexican Social Security Institute (IMSS) and receive formal employment benefits like medical and accident insurance, pensions, housing programs, and access to government childcare centers[1][2][5].
Companies are required to deduct 2.5% of the monthly income from drivers who earn at least the minimum wage (8,364 pesos/month or about USD 445) to provide employee benefits through IMSS[5]. Workers who do not reach that amount are still protected against work accidents during the time they worked from the first trip.
Quiahuitl Chávez, Subsecretary of Employment and Labor Productivity of the STPS, confirmed that platforms can no longer charge for the use of their application[3]. He emphasized the importance of recognizing, covering, and insuring all workers during their employment.
The pilot program has already resulted in over 1.26 million digital platform workers being registered with IMSS as of July 31, 2025, contributing to record formal job growth in the country for that month[1][4]. As of the report, 146,237 unique registrations have been made.
It's worth noting that the reform is not intended to raise revenue, but to bring justice to workers. Chávez asserted that the number of registered workers represents a significant number of people employed and developing in the Mexican economy[6]. He also confirmed that there is no tax increase as part of this reform.
The program includes clear rules, and any sanctions must be reviewed by a person, not an algorithm, according to Chávez[2][6]. This ensures a fair and transparent review process for all workers.
