One of the fundamental changes involves altering the way housing allowances are calculated, with the new method determined by guidelines set by the government, replacing the old fixed limit of 90 square meters.

The bill also provides clarity regarding payment recalculations for employees who have already received housing or compensation, aiming to prevent double funding and promote a fairer distribution system.

The amended bill has been reverted to the Mazhilis with proposed modifications.

Key aspects of the legislation include:

  • Expanding the list of eligible recipients to encompass employees of the prosecutor's office, civil defense entities, and economic investigation services.
  • Broadening the range of allowance uses, such as rent payments, purchasing property, construction savings, and mortgage repayments.
  • Limit rentals paid for with allowances to eight years, requiring registration regardless of the lease term.
  • The right to free privatization of service housing for employees with at least 20 years of service or for the families of fallen officers.
  • Granting field allowances of 1.2 MРP per day for military personnel participating in drills, naval deployments, and other engagements, waiving per diem payments.
  • Changes in MVD terminology, including the abolition of the "local police service" and the renaming of "internal affairs departments" to "police departments."
  • A ban on wearing face-covering attire in public places, with exceptions according to the law.

While the bill outlines various alterations within Kazakhstan's law enforcement sector, it remains unclear whether there are specific updates regarding housing allowances for officers or public clothing regulations in connection with this legislation.
