Improved disbursement levels in current year surpass those of the same period in 2024, as per PM Chính. Nevertheless, persistent challenges and discrepancies with requirements continue to exist.

In a series of nationwide online conferences, Prime Minister Pham Minh Chinh has outlined a comprehensive plan to ensure the full disbursement of the 2025 budget. The Prime Minister emphasized the need for higher investment quality, with a focus on driving public investment more strongly and effectively to raise project quality, attract social resources, and prevent corruption and waste.

To achieve this goal, the Prime Minister has issued eight Government resolutions, one directive, six telegrams, and numerous instructions. Notably, Law No. 90/2025/QH15 (25 June 2025) has been amended to deepen decentralisation, while Decision No 1544/QĐ-TTg (July 16) has been established to resolve difficulties and accelerate disbursement.

Ministries, agencies, and localities have been instructed to ensure macroeconomic stability, control inflation, promote growth, and maintain major economic balances. The Prime Minister praised the Ministry of Finance's detailed reporting and encouraged a zero-tolerance approach towards corruption, waste, and negativity.

While acknowledging improvements in this year's disbursement, the Prime Minister stressed the remaining bottlenecks and gaps. As of the first eight months, public investment disbursement reached VND409 trillion, which is 46.3% of the plan. However, eighteen ministries, central agencies, and thirty provinces have yet to allocate their full assigned capital.

The Prime Minister urged all stakeholders to review progress over the past eight months and prepare for major groundbreaking and inauguration events on December 19. Nine ministries, central agencies, and twenty-two provinces have exceeded the national average in disbursement, with 250 projects inaugurated or breaking ground on August 19 to mobilise investment.

In a call for a shift in mindset and approach, the Prime Minister urged decisive action and agile responses. The Prime Minister also demanded accountability reviews and called for leaders at all levels to take maximum responsibility to avoid stagnation. The Prime Minister's initiatives aim to ensure that the full 100% budget disbursement target is met, while promoting economic growth and stability.

In addition, 30 decrees were issued to clarify powers under the two-tier local government model, and coordinating monetary and fiscal policies, continuing tax and fee relief, and ensuring public investment disbursement hits the full 100% target is highlighted. The Prime Minister's efforts reflect a commitment to transparency, accountability, and efficiency in the management of public resources.
