Queue for Electronic Clearance Persists at Border: Implications for Transportation Companies

In Kazakhstan, the electronic queue system for automobile border crossings is being rolled out, reporting indicates. Here's a lowdown on the new system, its benefits, and recent improvements.

Initially operational at several borders with China, Uzbekistan, Turkmenistan, and Russia, the system enables carriers to pre-book times for border crossings. It syncs with 18 state databases, allowing carriers to check for potential fines, debts, or other hindrances affecting cargo export or import beforehand.

The system reduces the influence of human error and minimizes corruption risks, a known issue in international transport. However, it's crucial to note that the system doesn't entirely eliminate these risks.

In January, irregularities with the electronic queue were spotted on the Kazakhstan-China border. Reportedly, the CarGoRuqsat platform's algorithm allowed slot booking without registering the vehicle, creating artificial scarcity and fostering the development of the shadow market.

By spring, the system is expected to be implemented at four more border points with Russia—Zhana Zhol, Kairat, Syrym, and Zhaysan—with plans to connect it with Kyrgyzstan later in the year.

Carriers who don’t pre-book the queue risk facing delays and difficulties during border crossing. Earlier, it was announced that from April 5, the CargoRuqsat electronic queue system would automatically delete bookings with incorrect license plate numbers to combat attempts at payment avoidance.

Now, the system will also check VIN codes, preventing multiple applications for a single vehicle, and a canceled old application is required before booking a new time.

This modernized system streamlines vehicle flow, reduces wait times, and enhances predictability in border transit times. By curtailing opportunities for corruption and streamlining processing, the electronic queue system transforms border management into a more efficient, transparent, and fair process.
