Revised Lisbon Mobility Strategy Unveiled
Lisbon's Tram 16 E project, slated to connect Alta de Lisboa, Terreiro do Paço, Parque Tejo, and Entrecampos, is currently in the development phase. The initiative forms part of a broader project, the Sustainable Intermodal Line (LIOS), aiming to enhance transport connectivity via dedicated tram infrastructure.
At present, the project is still in the study and planning stage, with no active construction underway. In areas |such as Alta de Lisboa to Entrecampos|, where present supply is limited, demand is anticipated to be high once the project is completed.
The tentative timeline suggests a construction start in 2026, with the project expected to be operational from 2028. An investment of approximately 160 million euros is earmarked for this development. Although the LIOS project itself does not have a set completion date, the Tram 16 E segment will be a notable achievement by 2028, particularly linking Terreiro do Paço in Lisbon to Parque Tejo in Loures.
The existing Carris network, known as Rede 7, has been classified as insufficient in keeping up with the city's growth and evolving mobility routes. As reported during a committee hearing in Lisbon's Municipal Assembly, the current network requires an overhaul due to the rising difficulties in maintaining service due to factors such as excessive traffic, poor parking, and inadequate information panels at stops.
However, the implementation of a new Carris network, though vital, will be a complex and challenging process, with the estimated commencement in 2026 and expected completion by 2030. Other challenges facing the transport service include ongoing delays in several routes and insufficient information panels at stops. Efforts are underway to address these issues gradually, with improved panels better adapted to the current situation.
The investment of approximately 160 million euros in the Tram 16 E project, a part of the LIOS initiative, is aimed at enhancing public-transit and transportation connectivity in the areas between Alta de Lisboa and Entrecampos. Despite the complex challenges ahead, the implementation of the new Carris network, including the Tram 16 E segment, is expected to improve the finance and operation of the industry, addressing some of the current issues such as excessive traffic and poor parking.
