Revised timeline for Hai Lang LNG power plant sets 2029 as launch date
The LNG Hai Lang power project, located in Quang Tri province, has received a boost with the official approval of its first phase and the issuance of an adjusted investment registration certificate last December. The project, backed by a consortium of Vietnam's T&T Group, Korea Gas Corporation (KOGAS), Hanwha Energy Corporation, and Korea Southern Power (KOSPO), is now set to revise its total investment from around $2.1 billion to over $2.3 billion.
The sole bidder for the 1,500 MW Ca Na LNG-to-power development in Khanh Hoa province is the Trung Nam – Sideros River consortium, headquartered in Ho Chi Minh City. Meanwhile, the LNG Hai Lang project is supported by a consortium that includes the aforementioned companies.
In Quang Tri province, the People's Committee has committed to helping remove obstacles to keep the LNG Hai Lang project on track. Vice Chairman of Quang Tri People's Committee Le Duc Tien stated that the province is actively working with the investor and ministries to complete necessary legal procedures.
The LNG Hai Lang project is currently in its planning and development phase, with the focus on the completion, appraisal, and approval of various studies, alongside land clearance, compensation, and site levelling. This phase is expected to last from Q2 2021 to Q4 2025. The construction and equipment installation phase for the project is scheduled for Q1 2026 to Q4 2029.
The project's first unit is slated for commercial operation in mid-2029, with the second unit following in the fourth quarter of the same year. However, the project has faced delays and has adjusted its construction roadmap to accommodate these challenges.
In a bid to expedite the project, investor representatives have proposed that Quang Tri province and relevant departments actively support land clearance, resettlement, issuance of permits for converting forest land use, and seaport infrastructure issues. The province has assigned specific tasks to relevant units to assist the investor in finalizing compensation procedures, land clearance, land allocation, land leasing, and preparing documents for converting forest land use in the shortest possible time.
Elsewhere in Vietnam, other LNG power projects are making progress. The Nhon Trach LNG-fired power plants are expected to start commercial operations this year, with Nhon Trach 3 set to come online in Q3. Sumitomo Corporation has expressed interest in investments in the Van Phong 2 LNG power plant and OSW power ventures in Khanh Hoa province. SK Group is also considering a $2.1 billion LNG power investment in Nghe An province.
Relevant departments and localities have highlighted challenges and committed to continued collaboration with investors to accelerate progress in these projects. The success of these projects is crucial for Vietnam's energy security and sustainable development.
