Rice production growth initiative outlined by Ishiba

The Japanese government has announced a significant policy shift aimed at increasing rice production and addressing the surge in prices that has strained households since last year [2][5]. Prime Minister Shigeru Ishiba made the announcement on August 5, 2020, marking a pivotal moment in Japan's agricultural landscape [3].

Until recently, Japan maintained almost 100% self-sufficiency in rice, but intentionally limited production to prevent price drops, causing rice paddy areas to shrink below 1.4 million hectares in 2024 [1]. However, the new policy represents a strategic pivot away from telling farmers not to produce, towards actively encouraging increased production to meet demand and prevent further price hikes [3].

Key measures of the new policy include:

  1. Ending the decades-old system that limited rice cultivation to keep supply and prices stable. This system, effective since the 1970s, has now been overhauled to encourage more planting [1][3].
  2. Supporting expanded large-scale rice farming to improve efficiency and output [1].
  3. Helping farmers adopt new technologies, including precision agriculture tools, AI, robotics, and drones, to raise productivity, given that more than 60% of rice farms are expected to use such technologies by 2025 [1][4].
  4. Increasing assistance for farmers to raise crop yields through improved practices and modernization [2].
  5. Releasing government-stockpiled rice strategically to help control retail prices, which had surged due to low production and high demand since 2022 [2].
  6. Encouraging generational continuity in rice farming by ensuring rice paddies are passed on to future generations as part of a longer-term sustainability plan [1].

However, it's important to note that the expansion of abandoned farmland for future generations is not part of the prime minister's policy. Instead, the prime minister plans to cease the expansion of abandoned farmland, intending to promote consolidation of farmland instead [4].

The support measures announced by the prime minister aim to enable farmers to work more aggressively in increasing rice production. The consolidation of farmland is also a part of the prime minister's strategy to increase rice production [4].

The new policy also includes plans to expand rice exports, contingent on increasing rice output [6]. Shigeru Ishiba stated that he will change direction towards increased rice production, and the meeting of relevant ministers was focused on ensuring a stable supply of rice [7].

The policy changes come at a critical time, as Japan's aging farmers and labor shortages have contributed to production shortfalls [4][5]. The government's efforts to modernize and adopt technology are key to overcoming these challenges and increasing rice production by 2025 and beyond.
