The project includes an innovative program element called Community Change Microgrants. These grants are intended to assist the Central Midlands Council of Governments and local governments in promoting climate resiliency.

The S3 Fund aims to address extreme heat, flooding, pollution, and equity challenges in the Midlands. The project will allocate funds to projects across 7 counties and 34 municipalities, with nearly 50% representing low-income and disadvantaged communities.
The project will pilot innovative, impactful, and highly visible projects to inspire additional investment and leverage ongoing community support. The cumulative CO2 equivalent reduction for the period 2025-2030 is 0.027 million metric tons, and for the period 2025-2050 is 0.037 million metric tons.
The project will create paid training opportunities and high-quality jobs for the region's diverse workforce. It will also implement up to 10 municipal solar power projects and up to 5 smart surface projects.
Funding and Authorisation
The Anticipated Award Amount for the project is $8,739,181. The CPRG program, authorised under the Inflation Reduction Act, will provide nearly $5 billion in grants for states, local governments, Tribes, and territories.
