Efficiency Boost on Trans-Caspian International Transport Route Cuts Declaration Time and Increases Cargo Turnover

Kazakhstan has made significant strides in streamlining customs and declaration procedures on the Trans-Caspian International Transport Route (TITR), with the time required for filing declarations reduced from eight hours to just 30 minutes. This reduction was announced by Talgat Aldybergenov, Chairman of Kazakhstan Temir Zholy, during a meeting with President Kassym-Jomart Tokayev on July 31 [1].

The acceleration of customs and declaration procedures has had a noticeable impact on Kazakhstan's cargo turnover, contributing to an 8.6% increase in operational cargo turnover in the first half of 2025. This has resulted in a total operational cargo turnover of 14.6 million tons [2].

The reduced declaration time on the TITR has enhanced the competitiveness and appeal of the railway corridor passing through Kazakhstan, facilitating faster movement of goods between Asia and Europe. This development aligns with broader plans for Kazakhstan's railway infrastructure, including the construction of strategic transport and logistics hubs expected to be completed by 2027 [5].

In addition to the TITR, Aldybergenov discussed the progress of constructing over 1,700 kilometers of new railway lines and modernizing 3,000 kilometers of tracks to form the Trans-Kazakhstan railway corridor [3]. Work is underway on the Darbaza-Maktaaral line, and construction has begun on the Bakhty-Ayagoz and Kyzylzhar-Moiynty routes. The construction of the second tracks on the Dostyk-Moiynty section and the Almaty bypass is expected to be completed this year [4].

Kazakhstan is also collaborating with global innovation leaders to improve the quality of rail transport [6]. However, no additional information about the source of this data was provided for the railway construction and modernization progress.

The increased throughput along the TITR is a crucial factor in boosting the efficiency, capacity, and development trajectory of Kazakhstan's railway corridor within the TITR framework. This development is expected to continue supporting growing trade volumes along the route, contributing to the corridor's development and increased cargo turnover [2].

The reduced declaration time on the Trans-Caspian International Transport Route (TITR) has attracted more businesses in the finance sector, as quicker customs procedures lower the cost and risk of transporting goods.

The increased efficiency of the TITR, with its strategic transport and logistics hubs under development, aligns with the growth plans in Kazakhstan's industry sector, making it an attractive destination for transportation and logistics industries.
