The status of the Steglitzer Circle's transformation: is the "Überlin" project salvageable?

The "Uberlin" tower, Berlin's tallest planned residential tower, is facing a series of challenges that have stalled its construction at the skeletal stage. Originally slated for completion by the end of 2024, the deadline has been pushed far into the future due to missing building permits, cancellations of purchase contracts, and legal disputes.

In a surprising turn of events, the base building of the "Uberlin" tower is planned to be sold, a decision announced in March 2022. This potential sale could potentially cause uncertainties in the project, but Adler Group, the developer now owning Consus Real Estate, assures that it will have no influence on the planning or progress of the project.

The "Uberlin" tower, designed to house approximately 330 apartments and various shops, is at the heart of a legal dispute. The Berlin Regional Court is examining whether the demolition of the underground garage, as planned by the Adler Group, is legal. If found to be illegal, another problem arises, as many buyers have already transferred their parking spaces.

Around 30 buyers have backed out of their contracts due to the contractually promised parking spaces in the underground garage being supposedly sacrificed for other plans. However, buyers are being asked to give up their parking spaces, but the new plans for the underground garage have not yet been approved.

The construction of the "Neulichterfelde" residential project, which includes the "Uberlin" tower, is scheduled to begin in early 2023. Yet, the project's progress is not without complications. There are still no building permits for the individual parts of the base, including future apartments, offices, and commercial spaces.

The Charité Campus Benjamin Franklin is planned to be expanded, adding to the complexities of the "Uberlin" project's location. The Senate Department for Finance has stated that Consus Real Estate has little to fear if construction of the "Uberlin" tower does not proceed quickly, as a withdrawal to the Land Berlin is ruled out.

Amidst these challenges, the Berlin Immobilienmanagement (BIM) is currently reviewing "further steps" to bring the company to completion. The responsible person planning the further development of the ground building in the "Uberlin" project is the project manager or development manager appointed by the project owner or developer.

The sale of the base building could potentially impact the project's timeline, but the developer remains optimistic. At the last annual general meeting, Consus Real Estate, now part of Adler Group, stated that it is sticking to the planned completion date. However, district officials view this plan with skepticism.

As the "Uberlin" tower navigates through these difficulties, it remains to be seen whether it will rise to become Berlin's tallest residential tower by the end of 2024.
