Turkey looks to surpass $2 billion in exports to Syria for the current year
Turkey and Syria Revitalize Comprehensive Partnership
After a prolonged hiatus due to Syria's civil war, Turkey and Syria are actively rebuilding their comprehensive partnership. This renewed partnership focuses on revitalizing trade, investment, and military cooperation between the two countries.
A new comprehensive partnership agreement for trade and investment has been signed recently. The Turkish Exporters' Assembly (TIM) has set a goal of over $2 billion (TL 80 billion) in exports to neighboring Syria this year. This deal includes cooperation between chambers of commerce in Damascus and Aleppo and discussions on expanding trade relations and investments between the two countries.
Turkish exports to Syria have surged significantly, with a 49.3% increase to over $1.2 billion in the first seven months of 2025. Notably, the grain sector remains the leading sector in Turkish imports to Syria. However, there has also been significant activity in the chemical, aquatic and animal products sectors, as well as in the electrical and electronic goods industry in Turkish exports to Syria.
In addition to economic ties, Turkey and Syria have also signed a memorandum of understanding on military training, consultancy, and logistical support. This agreement includes Turkey providing weapons systems and training to the Syrian army. The aim is to restructure the Syrian Armed Forces and coordinate on regional security, with a focus on integrating Kurdish-led forces into Syria’s national army under a prior March 2025 deal.
Technical visits and training exchanges have started, and more detailed planning for enhancing Syria’s defense capacity is underway between the respective defense ministries.
Investment cooperation also extends to Syria’s energy sector, where Turkish companies have engaged in multi-billion-dollar deals to develop power plants and infrastructure, in partnership with other regional and international firms. This reflects the growing economic engagement between the two countries.
