What's the purpose of the expenditure on the toll highways?

In an engaging press conference, Darhan Imanashev, the big cheese at JSC "NC "KazAvtoZhol", spilled the beans about the toll road revenue and the spending plan.
Last fiscal year, they raked in an impressive 48 billion tenge from the toll sections. This year, they're eyeing a whopping 100 billion tenge collection, Imanashev revealed.
When it comes to spending, approximately 60 billion tenge goes towards maintaining the roads - you know, the good ol' road cleanup, repairs, and sign replacements. Around 30% of that fund gets channeled into capitalization, which is just fancy speak for purchasing new equipment. Last year, they bought around 470 units. In 2022, they aim to up the ante with an additional 700 units, all financed by the tolls themselves.
Imanashev also shed some light on the loss-makers, such as the Astan-Schuchinsk road. He also confirmed the rumor about the Astana-Almaty road becoming a pay-to-use highway.
Marat Karabayev, our transport minister, hinted at doubling Kazakhstan's toll road count in 2022. He expects an extra 60 billion tenge in revenue from the additional 4000 km of toll sections, which could potentially reach 100 billion tenge next year.
Previously, we reported that Kazakhstan might start charging tolls on seven road sections. Two of those will be a pain for light vehicle owners.

Interestingly, Kazakhstan won't make small-fry drivers foot the bill for shoddy toll roads. The Ministry of Transport is mulling over a plan to include this as a policy.
As per KazAvtoZhol, there are 17 operational toll sections in Kazakhstan with a combined length of 3221 km. The first toll section, the Astana-Schuchinsk highway, welcomed toll collection back in 2013.
