In a meeting at Tegernsee, Minister-President Markus Söder (CSU) lined out the state government's intent to maintain mandatory financial involvement of civilians in new wind energy projects. Addressing rumors of a potential reversal, Söder dubbed it as "green scaremongering."

The Green Party, in the state parliament, accused the government of breaking its promise over the weekend. Green energy expert Martin Stumpfig criticized the recent modifications in the state government's bill, suggesting that the regulatory adjustment could lead to a significant decline in local participation, potentially undercutting the participation law[1].

However, Aiwanger, the Economics Minister, dismissed the allegations as baseless alarmism, stating that negotiations with stakeholders are ongoing. He acknowledged a shift in focus to more pressing matters, but assured that work on resolving the Participation Act's details is ongoing[1].

Previously, Aiwanger declared that Bavaria's municipalities and directly affected residents would receive compensation for electricity fed into the grid from new solar and wind facilities, starting in summer 2024[2]. The new regulation was intended to come into effect at the beginning of 2025, with municipalities expected to receive 0.2 cents per kilowatt hour and affected residents 0.1 cents[2]. However, these plans have yet to materialize.

In the recent past, Aiwanger's ministry announced a bill for fall implementation, setting the stage for further discussions on citizen participation in renewable energy projects in Bavaria.
