ZIA advocates for equilibrium in rental contracts: No further reductions in rental costs requested

The independent expert group on rent control, convened by the German government, held its inaugural meeting on September 16, 2025. The group, tasked with critically reviewing, analyzing, and developing reform proposals for rent control, is scheduled to submit its reform proposals by the end of 2026.

The document detailing the group's initial discussions, titled "2025-09-16_PM ZIA Expert Group Rent.pdf", was released by the ZIA Central Real Estate Committee e.V. and has a size of 168 kB. The document, available to the public, outlines the group's preliminary findings and recommendations.

Iris Schöberl, President of the ZIA, emphasizes the need for balanced rent control that considers the interests of both tenants and landlords. Schöberl, who is a part of the expert group, advocates for a fundamental review of rent control in Germany, arguing that the current approach must consider social aspects and do justice to the landlord side.

Schöberl considers the "business as usual" approach to the rent cap as unacceptable and not truly social. According to Schöberl, this approach applies to both high and low-income households and is counterproductive, as it discourages investment in new construction.

Torsten Labetzki, the CEO of ZIA, represents the organisation within the expert committee. The ZIA, a part of the independent expert group, has called for a balanced approach to rent control, advocating against a "business as usual" approach to the rent cap.

The independent expert group on rent control includes experts from academia, tenant associations, landlord associations, and government agencies. The group has proposed measures to improve transparency, strengthen tenant protections, and enhance enforcement of rent caps, with detailed recommendations expected by the end of 2026.

The ZIA e.V. has also released a separate document, detailing their stance on the matter. The document outlines the ZIA's position on the need for a balanced approach to rent control and their call for a fundamental review of the current system in Germany.
